Meet Billy »
In 2012 Billy Conley was elected to represent Pawtucket and East Providence in the Rhode Island General Assembly. As a tireless advocate for his constituents with a keen mind for the details of governance, he rose through the ranks to the position of Senate Finance Chairman. As a Senator, Billy is perhaps best known for leading the most open, transparent, and thorough review of any legislation in Rhode Island history. He is also known in the legal community for his skill as a practitioner and his service to civic organizations that support everyday Rhode Islanders.
Community is such a central component of Billy Conley’s life that he has dedicated a great deal of his law practice and abilities as attorney to public service. Professionally, after serving in the Rhode Island Public Defender office, Billy developed his own private law firm with a focus on municipal government and has a hard earned appreciation of what it means to run a small business. Over the years he has served on the Rhode Island Bar Association Character and Fitness Committee, the Board of Directors of Rhode Island Legal Services Corporation, he was the chairperson of the East Providence Boys and Girls Club, Chief Legal Counsel to the Rhode Island Ethics Commission, member of the East Providence Charter Commission, and he is presently a member of the Rhode Island Board of Bar Examiners. Billy’s commitment to public service has not been overlooked. He has been honored with the Rhode Island Bar Association’s Pro Bono Publico Award, the Dorothy Lowman Award for Community Service, the American Flag Day of Portugal Distinguished Governmental and Community Service Award, and was elected into the East Providence High School Hall of Fame.
A proud husband and father, Billy raised his children in East Providence and was a constant volunteer as a youth sports coach for boys and girls in baseball, basketball and soccer, as well as a board member of the Riverside Little League, not to mention just generally pitching in whenever and wherever he could.
Since being elected to the Senate, Billy Conley has dedicated himself to being a powerful advocate for the working families of East Providence and Pawtucket by sponsoring important legislation addressing education, renewable energy, social justice, government efficiency and jobs. He was also a leader in the debate and crafting of legislation that granted the Rhode Island Ethics Commission jurisdiction over legislators. Currently, Senator Conley is a member of the Senate Committee on Environment and Agriculture and is the Chairperson of the Senate Finance Committee.
Billy has been honored with the Pro Bono Publico Award from the Rhode Island Bar Association, the American Flag Day of Portugal distinguished Governmental and Community Service Award, and the Rhode Island Bar association Dorothy Lohmann Award for public service. He is an inductee to the East Providence High School Hall of Fame, and recipient of the Spirit of The Game Award from Rhode Island Men’s Senior Baseball League Hall of Fame.
Billy served as Chief Legal Counsel to the Rhode Island Ethics Commission for more than five years before leaving that position to serve as the At Large Member on the East Providence City Council in December 2010.
Billy believes that the foundation of leadership is service to others. His guiding principal as your State Senator will be to put the public interest before the special interests and self-interest.
